It seems that, for a geared down drive (output RPM less that input RPM) the torsion due to inertia of armature is the greatest and teeth are the smallest. So it makes sense to apply the brake there, don't you think?. The gear ratio also amplifies braking torque at the output to help prevent back drive. Also, the motor designer can usually build the brake right onto the motor housing, making electrical connections to the brake share the same cable as motor power connections. Just some thoughts...
