gear noise in speed increaser gear set

Customer has 14dp 20 degree 6.5 degree ha gear set. driver 42 teeth, driven 24 teeth.Output speed 9500 rpm. We are currently hobbing and shaving, using low temp liquid nitriding to control distortion. They want improve noise level.Grinding will not be competive. Their latest instructions to us is to drop the backlash to .002 to .004 from .004 to .006. They cannot increase helix angle because they cannot tolerate any more axial forces. What else should we do?
