Some of the Fellows machines require a pair on fixed centers, and all require an exact match to the desired ratio.
This site offers CPC-RATIO program (not free though) that does change gear sets for all Fellows and other machines.
It allows full control over max/min sizes and tailors to your change gear inventory. You can find the demo at:
