Shaping 4140 Steel

Im having a problem with cutter wear shaping 4140 Steel Hardened to Rockwell "C" of 26-32.

Currently I am using a Cutter made of M-4 With a TiN coating.
Stroke Length is about 1.5"
Cutting in a Lorenz Shaper
SPM= 150
Feed= Wg x Wt 60x48 = about .020

Would I be better off going with a TiCN coating
or perhaps coldforming the cutter?
Any advice would be helpfull!
